According to the Ministry of Electronic Information Technology of India, as of 28 March 2026, 8376 online gaming-related websites had been blocked or implemented. The Ministry indicated that more than 4,800 blocked websites had been removed since the entry into force of the Online Games Promotion and Regulation Act in 2025.
According to a recent study conducted by CUTS International (International Association for Consumer Unity and Trust) in December 2025 in Delhi, India, after the ban, the use of online lottery rose from 68.3 per cent before the ban to 82 per cent after the ban, an increase of 20.1 per cent. The same survey also showed that daily visits jumped from 3.4 per cent to 42.3 per cent, with an increase in the time and monthly consumption of users on the platform. The survey also found that users could circumvent restrictions through domestic payments such as mirror domain names and UPI. Another CUTS survey, carried out in Tamil Nadu in January 2026, showed an increase of 15.2 per cent in the use of offshore platforms following the ban, indicating that, despite a more stringent legal environment, the problem persisted in different states.
In September 2025, the size of the off-shore market was also highlighted in discussions in India ‘ s Science and Technology Policy and Digital Media Research Institute MediaNama ‘ s Online Games Promotion and Regulation Act 2025. According to the Indian governance and policy project IGAP partner, Djruv Garg, the value of the offshore market is conservatively estimated at $20 billion. He added that the funds were being illegally exported and that tax evasion by the industry amounted to more than $4 billion, which exceeded the income of the industry in India. The most recent government data in India indicate that government enforcement is continuing, but also that the ban alone has had little effect. The issue will continue to receive close attention, as thousands of web sites have been restricted and offshore platforms are still looking for ways to maintain their accessibility.
